Introduction. Until recent, Russian historical science was dominated by ideas about the material and cultural causes and conditions of Russia ‘s lagging development in the XVII century. Psychological reasons or indicators, i.e. characteristics of the mentality of its collective subject, remain outside the framework of domestic and foreign studies of non-psychological indicators and the causes of Russia's lag. Research methods. In accordance with the provisions of the concept of the ethno-functional synthesis of chaos and cosmos, the stages (components) of archaic, pre-modern, modern and postmodern can be distinguished in the development of the Russian mentality. These components are considered as elements of the image sphere of the mentality of the Russian collective subject. The application of the theory of mental image and its philosophical interpretation allows us to build a partially confirmed position in research on the causal relationship between changes in the structure of the Russian mentality during the period of Peter's reforms and the dynamics of the society development according to non-psychological indicators. The results of the study. It was found that, contrary to the generally accepted opinion, Peter's reforms contributed to the integration of the archaic and supra-ethnic-religious components of the Russian mentality, which led to the relatively organic inclusion of the modern component in the Russian elite mentality. Discussion and conclusion. Peter's reforms provided ethno-integrating shifts in the Russian mentality and an increase in the degree of its integrity in terms of creating conditions for the synthesis of chaotic components of archaic and cosmizing components of modern and partly premodern. This, in turn, led to the non-psychological indicators of the of society development growth - the growth of military-political and economic power, the beginning of the development of education and science, etc.
