This chapter examines the evolution of the concept of talents and gifts in Russia and its current “incarnation” in federal and regional versions. This discussion will cover a range of definitions and a range of programs that have been put into practice, but never formally evaluated, throughout the twentieth and twenty-first centuries. Special attention will be given to the description and evaluation of the two currently dominant federal year-around residency programs for gifted and talented children, Artek and Sirius.
